Calls for Member States to strengthen the professional independence of national statistical authorities as proposed by the Commission in its communication of 14 of April 2011 and to warrant compliance with the European statistics code of practice as laid down in Regulation (EC) No 223/2009 in order to ensure the transmission of high quality statistics to the Commission for assessment during the European Semester;

6 b. The European Parliament and the national parliaments shall be duly involved in the Semester in order to increase transparency, ownership and accountability of any decisions taken. In order to ensure an adequate involvement of the European Parliament, a procedural agreement between the European Parliament, the European Council, the Council and the Commission shall be concluded by 31 December 2011. That procedural agreement shall be reviewed every three years and amended if appropriate.

Intends to produce a annual report from the Economic and Monetary Affairs Committee to assess the European Commission's Annual Growth Survey and the implementation of the European Commission's proposed recommendations, with particular regard to country specific recommendations. This is to be presented at an inter- parliamentary conference at the conclusion to the European Semester;
