(82 a) Regulation (EC) No 1234/2007 provides that sugar quotas are set to expire by 30 September 2015. In order to ensure a smooth transition of the sector to the end of the quota system, it is appropriate to extend the quota system by two years.

(107) Provisions for granting refunds on exports to third countries, based on the difference between prices within the Union and on the world market, and falling within the limits set by the commitments made within the WTO, should serve to safeguard the Union'be maintained, as export refunds participation in international trade in certain products falling within this Regulation. Subsidise, amongst others, an important instrument of crises management. The future of export refunds as a market management instrument should be decided within the framework of the WTO, on the basis of reciprocity. Refunded exports should be subject to limits in terms of value and quantity.
