1. Urges the Council, without further delay, to adopt the proposed EU Solidarity Fund regulation in order to provide a better definition of the criteria and eligible operations, including droughts, and hence enable damage caused by natural disasters to be countered more effectively, flexibly, and swiftly, bearing in mind also that Parliament adopted its position as long ago as May 2006. In order to improve drought risk management, it is necessary to optimise the use of the EU Solidarity Fund and the European Civil Protection Mechanism;

Maintains in this context and on the basis of the new legislative framework, that infrastructureal fundings should be allocated with a view to implementing measures to improve the management and supply of high-quality water, in keeping with existing needas a matter of priority to investment in water management and clean technologies facilitating the efficient use of water and risk prevention mechanisms;

Calls on regions and cities to launch campaigns to raise public awareness of water saving, and calls on the Commission to encourage the exchange of good practice among regions and cities, focusing on measures to save water, enhance water efficiency, and manage the risk of droughtthe Commission and the Member States to encourage the development of a water saving culture within the E, including water management rules and suitable educational programmes.
