Believes that the regions should use ESF funds to combat unemployment amongst young people in order to give them the opportunity to take up a suitable profession; considers a guarantee of employment for young people to be a major stimulus to starting a family and for an increase in the birth rate, which presents an opportunity to reduce the level of inter-generational dependency arising from the ageing of the population;
