Considers, that the Member States should concentrate their efforts mainly on young people who are not covered by the education system, are unemployed or are not participating in any educational activity for the acquirement of a professional qualification, or the available EU means for their development are not being fully used;

Considers, that in the "EU Youth Strategy" frame, firstly it is necessary to take into consideration the local and more complicated living conditions in some regions, and then an approach towards the promoting of partnership to be made between the different groups which support the young people's transition, including the employment services, educational facilities, social services, employers and the young people themselves;
