Stresses the importance of an integrated approach and points out that the physical and mental state of health of vulnerable groups is to a large extent determined by the condition of their residential environment, with the result that, in order to enhance the quality of life of those affected, extra assistance must be provided to regions lagging behind for programmes aimed at improving the residential environment and environmental development;
