Member States shall ensure that national regulatory authorities have all investigative powers and resources necessary, including the possibility to obtain any relevant information they might reasonably need to monitor and enforce national provisions adopted pursuant to this Directive, without prejudice to existing rights including freedom of expression and privacy.
