(5 a) The 2007 Eurobarometer survey entitled “Attitudes of EU citizens towards animal welfare” shows that a large majority (72%) of the EU public believes that farmers should be remunerated for the increased costs that can result from higher welfare standards. In addition, the protocol on protection and welfare of animals annexed to the Treaty establishing the European Community requires that, in formulating and implementing agriculture policies, the Community and the Member States must pay full regard to the welfare requirements of animals.
