Reminds the Commission of the study on margins for the various links in the food production chain, which, on the initiative of the European Parliament, was launched within the framework of the budget for 2009; strongly emphasises that the European Parliament expects to see results of this study by the end of the year;

3. Proposes that Parliament should give the Commission the resources needed to conduct a study based on the annual summaries received; the study should analyse the strengths and weaknesses together with the added value of each Member State's national system for administering and controlling Community funds and produce as its outcome an estimated figure for the cost of the national systems controlling Community funds, together with possible savings achieved through a reduction in checks in situ resulting from the introduction of national management declarations;
