2. Recalls the severe consequences of past BSE diseases, which led to a threat to public health and wide-scale export bans on the EU's internal market, hampered Member States‘ external trade activities and caused serious damage to the EU's livestock sector; stresses the importance of upholdconsiders that processed animal proteins are a valuable source of proteings the ban on using animal protein sources, introduced in the EU legislation in 1996 for ruminants and extended in 2001 toat could play an important role in the rebalancing of the EU-protein deficit; recognises that the current BSE situation in Europe justifies the suggestion made by the Commission in its communication to the Council and European Parliament “TSE Roadmap II” to ease the ban on the use of processed animal proteins of non- ruminants, on the use of animal protein in animal fe in non ruminant animal feed taking into account the prohibition on intra species recycling; stresses that easing the feedban could only be considered until definite scientific evidence suggestsand testing methods guarantee that the transmission of diseases can be excluded;
