The EU must also aim to develop ecosystems that support social innovation and public sector innovation, in addition to innovation in private enterprises. Indeed, the government sector must innovate and renew itself in order to be able to support the changes in regulation and governance required to support the large-scale deployment of new technologies and a growing public demand for the more efficient and effective delivery of services. Social innovations are crucial to enhance the welfare of our societies. As the Union’s largest innovation network, the EIT will play an important role in the implementation of this priority. The EIT connects national and regional innovation ecosystems via its Innovation Communities (KICs), and where appropriate the EIT Regional Innovation Scheme (RIS). They make the case for desired interregional cooperation by linking innovation ecosystems on a pan-European scale.

This intervention areae 'Spreading Excellence' priority will support the Horizon Europe specific objectives: Spread and connect excellence across the EU; Reinforce the creation of high quality knowledge; Increase cross- sectorial, cross- disciplinary cross-border cooperation. All actions should encourage synergies with other national and EU funds, particularly with ERDF and ESF+, in line with regional research and innovation smart specialization strategies.
