(12a) The Commission shall carry out an assessment of the mechanism's expected impact on the extent of carbon leakage with regard to the Union's export markets. This assessment shall take into account the established reduction path for free ETS allowances. The impact assessment shall, if appropriate, be accompanied by a legislative proposal to address the risk of carbon leakage in the Union's export markets.

2. Before the end of the transitional period, the Commission shall present a report to the European Parliament and the Council on the application of this Regulation. The report shall contain, in particular, the assessment of the possibilities to further extend the scope of embedded emissions to indirect emissions and to other goods at risk of carbon leakage than those already covered by this Regulation, as well as. This assessment shall be based on an impact assessment of the effects of the different possibilities for this further extension of the scope, including indirect emissions. The report shall also contain an assessment of the governance system. I and it shall also containinclude the assessment of the possibility to further extend the scope to embedded emissions of transportation services as well as to goods further down the value chain and services that may be subject to the risk of carbon leakage in the future.
