Notes that in many Member States the generational renewal and the access of young people to agricultural land is hindered by late succession; considers that the current CAP lacks any incentives for older farmers to pass their businesses to younger generations; recommends reconsidering the implementation of measures that would motivate older holders to pass their farms to young farmers, such as the ‘farm-exit scheme’ and other incentives for retirement;
