Notes that SMEs in the regions as defined in Article 174 of the Treaty on the Functioning of the European Union, especially the northernmost regions with very low population density and island, cross-border and mountain regions, face additional difficulties owing to their lack of accessibility, infrastructure, connectivity and human resources, which affects their access to capital; calls for a holistic approach covering the ESIF and other EU programmes, including the EFSI, aimed at supporting SMEs in the aforementioned regions;
