Invites the Commission to already use – and improve – existing resource efficiency indicators where available and set targets without any delay, and to develop as soon as possible new indicators and targets where needed, as requested in the Roadmap, with the aim of making a group of identified key resource indicators binding for private and public actors alike;

Urges the Commission to include in the 7th EAP proposal ambitious targets on land use; calls in this context in particular for the adoption and prompt implementation of EU-wide mandatory sustainability criteria for biomass, as well as for new, robust sustainability criteria for biofuels whereby also the issue of indirect land-use change is being addressed;

Takes the view that as a part of better mainstreaming environmental considerations into all policy areas, the 7th EAP should provide for extending the scope of environmental impact assessments to cover not only large, but also small and medium-sized projects, while tightening and expanding the criteria of such assessments to include, i.a. the notion of cascading use of resources and full life-cycle analysis;
