Considers the energy efficiency legislation and the EU ETS to be mutually supportive instruments and calls for a prompt implementation of a Market Stability Reserve that is able to ensure a carbon price signal that is able to drive improvements in energy efficiency in the ETS sector; Calls on the European Commission to complement the EU Emissions Trading System (ETS) with an emissions performance standard that provides a clear investment signal for the phasing out of the most polluting forms of power generation, such as those based on coal.

Calls on the Commission to adopt measures to increase energy efficiency as a priority, thus also tackling the problem of low competitiveness resulting from high energy prices; underlines the importance of fully implementing the measures provided for in existing legislation, namely the Energy Efficiency Directive and the Energy Performance of Buildings Directive; Calls for a revision of the Energy Efficiency Directive to align it to a 2030 perspective, including through the introduction of a binding 2030 energy efficiency target of 40 %, in line with cost- effective energy savings potentials, and the prolongation of energy efficiency obligation schemes beyond 2020;

Whereas the European Parliament recognizes the positive role efficiency and renewables legislation in driving the reduction of energy use and supporting the development of clean and sustainable forms of energy; calls on the European Commission to revise and extend the Energy Efficiency and the Renewables Directives as crucial pillars of a strong and enforceable governance framework to deliver the 2030 climate and energy objectives.
