Welcomes the study assessing the impact of EU consumption on deforestation published by the European Commission in July 2013; regrets that despite the request made by the Parliament in its resolution 2010/C 184 E/08 of 23 April 2009, the study does not deal with forest degradation; Calls on the Commission to bring forward proposals to reduce the impacts identified in the study and contribute to EU and international environmental goals and commitments to sustainable development; calls on the Commission to publish an EU action plan on deforestation and forest degradation to this end as called for by the 7th Environmental Action Programme Decision No 1386/2013/EU

Calls on Member States to consider including environmental services payments as forest management incentivassessment and valuation of ecosystem services to further support multifunctionality of forests bearing in mind the importance of renewable and climate friendly raw material wood and the role of the forest-based value chains; Calls on Member States to develop through Cohesion Policy and Common Agricultural Policy forest management incentives and payments for environmental services for forest owners and for local communities; points out that sustainable forest management has a positive impact on fire prevention, biodiversity and, conservation and climate, and is crucial for economic development, especially in rural areas and remote regions;

Emphasises that, particularly in the Mediterranean region, forest fires occur on a regular basis, and are both a cause and a consequence of climate change; points out that storms, and forest fires and pests, are natural disasters that can be mitigated using forestry techniques and that, alongside improved and sustainable forest management, there is a need to promote specific action such as the introduction of grazing or the establishment of agro- forestry areas – policies that ought to be recognised in both the first and second pillars (grazing areas and rural development respectively) of the common agricultural policy;

4. Takes the view that it is important to promote the implementation of the concept of the bioeconomy to boost the economic viability of forest value chains through innovation and, technology transfer, and, to this end, provide more support for forest products other than timber; consumer information; in the meantime it is vital to ensure that raw materials such as wood are used in a sustainable way, in line with the cascading use principle; urges the Commission to integrate sustainable use of wood resources in key policy areas such as climate and energy polices.

Emphasises that is important thatIn line with the targets of the European Biodiversity Strategy, forest management plans do not becomshall be ain additional bureaucratic burden which impedes the sustainable use of Europe’s forests; with that in mind, cplace for all forests that are publicly owned and for forest holdings above a certain size that receive funding under the EU Rural Development Policy; Calls on Member States to reviewmonitor and promote the implementation of the forest management plans, taking into account the proportionality and ‘think small first’ principles and providing for the use by managers of the responsibility declaration formwithout creating unnecessary administrative burden.

Calls on strengthening the harmonised monitoring of European forest resources, including all wood and non-wood forest products and services, as a basis for sound policy- and decision- making serving sustainable forest management; Therefore, there is a need for an instrument (tai arrangement) based on existing bodies and organisations which aims at resilient future forests in Europe by reducing impact of disturbances by absorbing forest risk into forest-and land management;
