Deplores the fact that the scope of liability for damages differs among the Member States; Calls for the Member States to ensure that the national framework guarantees that full financial resources are available in case of a potential accident, ensuring full responsibility be carried by the operator and owners of an offshore installation. Member states shall ensure the operator is in possession of an insurance covering all potential accidents up to hundred per cent
