Ba. whereas Directive 2008/99/EC of the European Parliament and of the Council on the protection of the environment through criminal law harmonises the definitions for wildlife crime related offences and obliges Member States to provide, in their national legislation, for effective, proportionate and dissuasive criminal sanctions for serious breaches of Community legislation relating to conservation of the environment, including protected species of wild flora and fauna;

Stresses the need to properly monitor the implementation of the EU Action Plan against Wildlife Trafficking and keep the European Parliament and the Council regularly informed on the progress made and welcomes the commitment of the Commission to report to the European Parliament and the Council on the interim progress made in implementing the Action Plan, by 31 July 2018, as well as to conduct its overall evaluation by 2020.

Notes the links between wildlife crime and other forms of organised crime, including money laundering, and considers the combating of illicit financial flows to be a priority; calls for the EU to use all relevant instruments, including cooperation with the financial sectoris especially concerned of the impact that 'banking on extinction', or the buying of products in the hope that the concerned species will soon be extinct, might have on the protection of endangered wildlife; calls for the EU to cooperate more closely with the financial sector and carry out further research on whether emerging financial products and technologies such as bitcoin play an enabling role and should be therefore prohibited;
