A. whereas the effects of climate change are having increasingly severe impacts on different aspects of human life as well as on the global order and geopolitical stability; whereas those with fewer resources to adapt to climate change will be hardest hit by the impact of climate change; whereas climate diplomacy can be understood as a form of targeted foreign policy to promote climate action through reaching out to other actors, cooperating on specific climate-related issues, building strategic partnerships and strengthening relations with state and non- state actors, thereby contributing to mitigating the effects of climate change;

1. Recalls that the effects of climate change have a tangible impact on several aspects of human life, on peace and security and that and climate impacts exacerbate gender inequalities in relation to discrimination, threats to health, loss of livelihood, displacement, migration, poverty, human trafficking, violence, food insecurity, access to infrastructure and essential services; there is a need for a gender-responsive approach. The effects of climate change have also proven to impact on peace and security and these effects are increasingly being felt in the lives of EU citizens, as well as challenging the international community; underlines the increasing urgency of climate action and that addressing climate change requires a joint effort at international level, as it constitutes a collective responsibility towards the entire planet, for the current and future generations;

Believes that mitigating climate change and moving towards a circular, low- emission economy willcan contribute to enhancedprosperity and enhanced equality, peace and security both within and outside of the EU as climate change often exacerbates existing inequalities, instabilities and conflicts, even leading to increased migration flows due to the loss of land as a result of rising sea levels or prolonged droughts, scarcity of resources and lack of economic opportunities as well as a deterioration in living conditions;

Calls on the Member States to show progressive leadership in the ongoing negotiations of a global compact for safe, orderly and regular migration, prepared under the auspices of the United Nations and building on the 2016 New York Declaration for Refugees and Migrants which recognised that vast numbers of people are moving “in response to the adverse effects of climate change”;

Commits itself to making better use of its international role and its membership of international parliamentary networks, to stepping up its climate activities within its work in its delegations as well as through delegation visits, especially of ENVI and AFET Committees, and during European and international inter parliamentary meetings as well as in dialogue platforms with national parliaments and subnational actors/non-state actors and civil society; commits itself to take measures to ensure equal participation of traditionally marginalised groups including of women and members of indigenous communities in these meetings and dialogues;

14. Highlights the responsibility incumbent on the EU and other developed countries to show greater solidarity towards the vulnerable states and developing countries most affected by the impact of climate change and to ensure continuous support to help them reduce vulnerability, build resilience and contribute to disaster risk reduction, including through conserving nature and restoring ecosystems that play an important role in regulating climate, and recover from damage related to climate change, to improve adaptation measures and resilience through financial support and by means of capacity building and through programmes to support access to science, technology and innovation in line with SDG 17; calls on the Member States to support the efforts of developing countries to decrease dependence on fossil fuels and to become circular low-carbon societies, especially by cooperating within NDC partnerships;
