B. whereas inequality is a growing problem in the EU, and whereas an increasing percentage of the EU budget must be spent on developing social rights and access to public welfare services,discrimination needs to be eradicated and effectively addressed by the Member States within the EU and national legislation and whereas an increasing percentage of the EU budget must be designed to create new opportunities in the EU labour market and to improve working and living conditions as well as to access to services, and allowing reconciliation between work and family life with a specific focus on improving gender equality, including for LGBTI persons, and the situation of women and girls;
