(19a) As up to 90 % of the 2050 built environment already exists, more ambitious efforts are needed to accelerate the rate of renovating and decarbonising the existing building stock. The incentives and standards set today will ultimately define whether the Union will reach its long-term climate and energy goals.

1. This Directive promotes the improvement of the energy performance of buildings and the reduction of greenhouse gas emissions from buildings within the Union, with a view to achieving a zero- emission and energy positive building stock by 2050 taking into account outdoor climatic and local conditions, as well as indoor climate requirements and cost- effectiveness.

Each Member State shall establish a national building renovation plan to ensure the renovation of the national stock of residential and non-residential buildings, both public and private, into a highly energy efficient and decarbonised building stock by 2050, with the objective to transform existing buildings into zero- emission and positive energy buildings.

In their roadmap referred to in Article 3(1)(b), Member States shall establish specific timelines for the buildings referred to in this paragraph to achieve higher energy performance classes by 2040 and 2050, in line with the pathway for transforming the national building stock into zero-emission and positive energy buildings.
