Considers that the decision whether to introduce green zones or road charging should be taken at local level, taking account of the specific situation of each town; does not rule out the possibility of the Commission, as and when necessary, in consultation with the Member States and the towns in question, drawing up a number of European guidelines on the planning and operation of such systems (e.g. as regards the exemption of environmentally-friendly vehicles), if the unchecked growth of divergent initiatives proves to hinder the free flow of traffic;
