B. whereas global value chains (GVCs) have become a key feature of today’s global economy; whereas, on the one hand, GVCs offer new prospects for growth, development and jobs, but on the o for firms in a production chain, enabling them to focus on specific tasks whilst increasing their hand, their complex nature, lack of transparency and dilution of liabilities has led to a higher riskdegree of interdependence at the same time; whereas GVCs are also giving rise to new challenges in the areas of governance and transparency, the fair distribution of industrial clusters and the more stringent monitoring of human rights violations;

Notes that GVCs are an opportunity for firms in developing countries to develop a link with the global economy and thus become integrated into production networks; stresses that complementary policies and accompanying measures are key to making this a reality(environment conducive to FDI, targeted industrial policies, facilitating imports, better connectivity, etc.) are needed to make GVCs a driving force for development;
