Recital 52
(52) Reflecting the importance of tackling climate change in line with the Union's commitments to implement the Paris Agreement and the United Nations Sustainable Development Goals, this Program will contribute to mainstream climate action in the Union's policies and to the achievement of an overall target of 2530% of the EU budget expenditures supporting climate objectives. Actions under the CAP are expected to contribute and the phasing out of environmentally harmful subsidies. Actions under the CAP should contribute to at least 40 % of the overall financial envelope of the CAP to climate objectives. Relevant actions will be identified during the Program's preparation and implementation, and reassessed in the context of the relevant evaluations and review processes.

1. Member States shall ensure that all agricultural areas including land which is no longer used for production purposes, is maintained in good agricultural and environmental condition. Member States shall define, at national or regional level, minimum standards for beneficiaries for good agricultural and environmental condition of land in line with the main objective of the standards as referred to in Annex III and coherent with and complementary to the legislation as set out in Annex XI, taking into account the specific characteristics of the areas concerned, including water, biodiversity, soil and climatic condition, existing farming systems, land use, crop rotation, farming practices, and farm structures.
