Notes that, in order to guarantee supply security, the development of RES with fluctuating feed-in will necessitate reserves of conventional energy not previously available; recognises that the development of reserve capacity entails substantial costs and that, to make the development or retention of conventional reserves more commercially attractive, it will increasingly need to be promoted; rejects the concept of competition for subsidies and calls for the principles of the market economy to be applied to the design of the energy market;
