Supports the conclusion that decarbonisation of the EU by 2050 is feasible and will require high levels of investments; these investments have to be made now to avoid a lock-in into unsustainable or fossil-fuel technologies; calls on the Commission to create stability for investors by reducing over-regulation and by setting a clear, technology-neutral goalambitious and binding targets for the reduction of greenhouse gas emissions as well as the increase of energy efficiency and the use of renewable energy for 2030, based on a high efficiency and renewable energy scenario;
