Notes the recent findings of the International Energy Agency (IEA) that a peak in global energy-related emissions could be achieved as early as 2020 and at no net economic cost by increasing energy efficiency and investment in renewable energy, reducing the use of least-efficient coal-fired power plants and methane emissions in oil and gas production and phasing out fossil-fuel subsidies;
