1. Takes the view that the peak in higher oil prices reflects a structural imbalance between supply and demand caused, in the main, by two factors: progressive depletion of the oil reserven increased demand, as well as a more volatile commodity market, caused by factors such as: progressive depletion of the oil reserves, increased interest and speculation on the commodity markets and a change in demographic and urbanisation trends, especially in emerging countries, where the rise in average income is causing an increase in demand;

Expresses its concerns about the volatility of oil and commodity prices and its impact on inflation, purchasing power and financial stability; stresses that soaring oil prices have been exacerbaaffected by large trading activities on that market, including hedge funds, which have increased the risk of speculative bubbles being formed; urges the Commission and the Member States to ensure greater transparency on the energy market;

Believes that use of oil and other commodities should be insulated from speculators and hedge funds; is of the view that speculation in oil and commodities creates a strong case for exploring the introduction of a special tax on financial transactionsarbon intensive energy sources should be reduced, both by increased energy efficiency and by a shift to more carbon neutral solutions, such as nuclear energy, energy derived from renewable sources and power;
