Is worried that as a consequence of the financial and economic crisis small and medium-sized enterprises (SMEs) have to face increasing difficulties in accessing financing for research, development and innovation; points out, in this context, that the Competitiveness and Innovation Framework Programme (CIP) can provide effective support for their innovation activities (including eco- innovations, energy efficiency measures and renewable energy); stresses therefore the importance of endowing the CIP with adequate funding;

Recognises that, as a result of the recent energy crisis, there is an enormous need for projects which bring energy security to the Union through diversification and interconnection of resources, notably for connecting isolated energy markets; considers that adequate funding for those interconnections should come from the EU budget;

Is deeply concerned about the lack of investment in energy infrastructure, notably for renewing electricity generating plants, for constructing new import infrastructure, for developing and upgrading transmission networks and for building interconnectors, in order to complete the internal energy market and to increase security of energy supply; fears that this lack of investment will be exacerbated by the present economic crisis;

22. Points out that climate change has a widely recognised impact on Europe’s environment, economy and society; in this context, reiterates its conviction that measures to mitigate climate change are still not satisfactorily included in the EU budget and, since significant additional EU resources for energy efficiency, renewable energy technologies and carbon capturing and storage are needed and should be deployed to help to meet the EU’s 2020 targets; stresses that it will support all efforts to increase and concentrate adequate financial resources to mitigate the consequences of climate change;

Encourages the Commission to increase, from 2009 onward, financial support to an appropriate level for new sustainable energy (meaning in particular zero carbon) technologies R & D, demonstration and commercialisation independently from FP7 and CIP; also calls on the Commission to put forward proposals for additional resources in the mid-term review of the financial framework 2007-2013;

Recalls its resolution of 20 November 2008 on the European space policy1 and reiterates its position that the Council and Commission should submit specific recommendations and proposals in this policy area accompanied by appropriate funding, namely: – space and climate change, – the ESP’s contribution to the Lisbon Strategy, – space and security, – human exploration of space;
