(19a) It is recognised that scientific risk assessment alone cannot, in some cases, provide all the information on which a risk management decision should be based, and that other factors relevant to the matter under consideration should be duly taken into account including societal, economic, traditional, ethical and environmental factors and the feasibility of controls, whenever there is a serious health risk.

(40a) Recent food safety incidents have demonstrated the need to establish appropriate measures in emergency situations ensuring that all foods, whatever their type and origin, and all feed should be subject to common measures in the event of a serious risk to human health, animal health or the environment; this comprehensive approach to emergency food safety measures must enable effective action to be taken, avoiding artificial disparities in the treatment of any serious risk to food or feed through a harmonised joint food alerts management procedure.

(- 1a) Article 5, paragraph 1, is amended as follows: Article 5 "1. Food law shall pursue one or more of the general objectives for a high level of protection of human life and health and the protection of consumers' interests, including fair food trading practices, taking account of, where appropriate, the protection of animal health and welfare, plant health and the environment. The latter shall apply whenever there is a serious risk to health."
