Points out that, as stipulated in Articles 7 and 8 of the Rome Statute of the International Criminal Court, torture, if commited systematically or on a large scale, can constitute a war crime or a crime against humanity; maintains that, by virtue of the responsibility to protect, the international community has a duty to protect populations who fall victim to such crimes and accordingly calls for the decision-making procedure in the UN Security Council to be reviewed in order to avert deadlock in cases involving the responsibility to protect;
