Recalls its position that the goals and objectives of the European Neighbourhood Instrument, the Instrument for Pre-Accession Assistance and the European Instrument for Democracy and Human Rights should be preserved independently due to their specific nature; repeats too its call for the existing balance in the allocation of funds between the Union's southern and eastern neighbourhoods to be maintained;
