4. Takes the view that the new multiannual financial framework should reflect the EU's energy and climate change political priorities and targets as outlined in the European Parliament resolution of 16 June 2010 on the EU 2020 Strategy; emphasises that the Union needs a long- term vision for an efficient and sustainable energy policy to 2050; notes that substantial investments in the European energy infrastructurepolicy are needed, in order not to jeopardise achieving these EU 2020 and 2050 targets; welcomes the plans for an increase in the EU budget share for energy with a view to contributing to the funding of key European priority energy infrastructure projects with the aim of bridging the investment gap of about EUR 60 billion identified by the European Commission, as well as for European funding for research on new and, as well as for renewable energy technologies; takes the view that, energy efficiency and energy savings policies and measures. These latter should remain the key prioritiesy in any future energy strategy, reducing the need for new additional energy infrastructures, generation and production facilities;

5. Stresses the need to secure the long-term financing of the development of the necessary innovative, low-carbonsustainable energy technologies that will be needed over the long term, whicho be made commercially viable by 2030, as they are essential to sustainable development and creating new markets for EU industry; with this objective in mind, welcomes the implementation of the European Strategic Energy Technology Plan (SET Plan) describing concrete actions for researchbut stresses that the urgently needed paradigm shift in the EU energy system calls also for orienting EU financing to small-scale and decentralised projects in the field of clean, sustainable and efficient low-carbonrenewable energy technologies and energy saving;

6. Welcomes the fact that the EU 2020 Strategy highlights the importance of industrial policy for sustainable growth and employment in Europe; calls for a comprehensive vision for European industry in the year 2020, with a view to ensuring that a diversified, sustainable and competitive industrial base is maintained and further developed and that decent jobs are created as a result; strongly supports the continuation of guarantee instruments in the framework of the Competitiveness and Innovation Framework Programme (CIP) and calls for an extension and considerable expansion of the CIP; asks the Commission for the next generation of programmes to put a stronger emphasis on mezzanine financial instruments and to support them with risk- sharing funds and facilities;

Believes that thriving research, innovation and development must contribute to addressing the major societal challenges of our times, including climate change, resource efficiency, health and ageing population, urban management and mobility, food and water; recalls the EU´s objective of strengthening its scientific and technological bases by achieving a European Research Area; recognises the key role of EU's policy oriented, trans-national collaborative programmes, pooling together research and innovation competences for responding to policy challenges at an European level and addressing major societal goals; recognises the role of the European Institute of Innovation and Technology (EIT) as a key driver of EU sustainable growth and competitiveness through the stimulation of world-leading innovation; underlines the importance of continuing efforts on simplifying research, innovation and development funding; and ensuring access to smaller research institutes, businesses and civil society organisations;

Stresses the need to maintain, stimulate and secure the financing of research, innovation and development in the EU via appropriate programme management and funding amounting at least to the percentage of the total EU budget that FP7 will have when it ends; calls in particular to focus future research, development and innovation funding programmes around major societal themes in particular achieving greater resource efficiency; calls for a significant increase in research expenditure from 2013, with an EU target of 1% of GDP for public funding; calls for increased international cooperation on R&D; refrains to finance the ITER project with EU public money;

12. Underlines the strategic importance of the European Global Satellite Navigation Systems (Galileo and EGNOS) and is convinced, that their implementation will require intensive monitoring and evaluation; recognises that the development of the newly established European space policy would logically imply additional financial capacity for the EUasks that any future allocation of funds to EU space initiatives, such as Galileo, would be under a separate heading and additional to research and innovation funds. Underlines that public investments into such projects must bring back benefits to the EU public sector through financial returns and favourable pricing policies for EU citizens.
