Welcomes the Commission communication entitled ‘Towards a circular economy: A zero waste programme for Europe’ (COM(2014)0398), but stresses that concrete legislative measures addressing all stages of the lifecycle are needed to move towards a circular economy; endorses the Commission’s approach to designing and innovating for a circular economy, setting up a policy framework to support resource efficiency and setting a resource- efficiency target as outlined and calls on it to propose clear legislative measures (product and waste- related) in that regard by the end of 2015 in the context of the commitment in its Work Programme for 2015 to adopt a more ambitious proposal on circular economy, including the communicasetting of reduction targets for resource consumption;

Calls on the Commission, Member States and ECHA to step up the efforts to substitute substances of very high concern and to restrict substances that pose unacceptable risks to human health or the environment in the context of REACH, not least as a means to fulfil the requirement of the 7EAP to develop non- toxic material cycles so that recycled waste can be used as a major, reliable source of raw material for the Union; calls in this respect on the Commission to immediately drop its unilateral moratorium on the processing of recommendations by ECHA with regard to inclusions of substances of very high concern into Annex XIV of REACH, and instead proceed swiftly with such inclusions; stresses in accordance with the waste hierarchy that prevention takes priority over recycling and that accordingly, recycling should not justify the perpetuation of the use of hazardous legacy substances;

Urges the Commission to submit the announced proposal ona truly more ambitious proposal on circular economy, including the review of waste legislation, by the end of 2015 and to include the following points: settingin accordance with the provisions of the 7EAP and to include the following points: - binding waste reduction targets for municipal, commercial and industrial waste to be achieved by 2025; - binding targets for the preparation for reuse to be achieved by 2025; - extended producer responsibility requirements; endorsing- implementation of the ‘pay-as-you- throw-principle’ prioritisingfor household and commercial waste; - separate collection schemes in order to facilitate the development of business based on the reuse of secondary raw materials;of biowaste for composting and/or biogas production as of 2018; - separate collection of textiles as of 2018; - increasinge recycling targets to at least 70 % of municipal solid waste, with differentiated targets for paper, metal, plastic, glass and wood, based on the output of recycling facilities, using the same harmonised method for all Member States with externally verified statistics; introducing a ban on landfilling recyclable and biodegradable waste by 2025 and a ban on all landfilling by 2030; introducing fees on landfilling and incineration; - a ban on landfilling and on incineration with and without energy recovery of separately collected waste by 2018 and of all recyclable and biodegradable waste by 2025, except for hazardous waste, which should be disposed of in an environmentally sound manner; - incremental fees on landfilling and on incineration with and without energy recovery for the transition phase from 2018 to 2025; - no more financial support from Union funds for landfilling and incineration with and without energy recovery as of 2016;
