Considers the clear definition of areas of responsibility of the European Union to be necessary, provided that this does not in any way undermine the subsidiarity and proportionality principles laid down in the Treaties; is convinced that a distinct added value could be introduced in some areas by concerted action within the Community;

Considers it necessary for the European Union to take into account the particular needs of urban transport in the policy areas where it has legislative power (e.g. environment policy, social and labour market policy, competition policy, industry policy, regional and cohesion policy, transport policy); and to focus on the need to bring measures taken at European level into line with the aims set out in the Green Paper on urban mobility;

9. Considers it necessary to encourage citizens to assess their behaviour as road users critically; believes that every citizen should be given the opportunity to change his/her habits, for example regarding private car use, and thereby make an individual contribution to improving cleanliness and quality of life in urban areas; points out that local, regional, and national authorities have a responsibility to provide the wherewithal (for example incentives for car-pooling, measures to facilitate the use of public transport, or bicycle hire services in urban areas) to encourage citizens to change their habits by adopting environment-friendlier modes of behaviour;
