Considers that the Commission has not fulfilled its duty to the taxpayers which is to ensure sound financial practices, and requests the Commission to fulfil the following conditions before the present Commission's mandate expires: (a) to begin the full implementation of all recommendations by the ECA over the past 5 years which were directed towards improving the Commission's accounting procedures; (b) to withhold money from any and all budgetary areas with a higher than acceptable rate of error;
