Takes the view that the internal market needs to be corrected in order to provide provide services of general economic interest (SGEI) within a framework of universal access, high quality and affordability; takes the view that the Commission's proposal is not sufficient, and regrets that it does not make reference to any legislative proposal, except in respect of concessions and public procurement;
