2. Stresses the relationship between energy and territorial cohesion, as pointed out by the Green Paper on territorial cohesion, in terms of both the positive contribution of energy efficiency measures to sustainable development, energy security and the possible long-term solutions for isolated regions; calls on the Commission to take the utmost account of these areas, especially mountainous regions and the outermost regions, and to present urgently concrete measures suited to their specific characteristics and constraints aiming at ensuring greater energy efficiency;

Asks the Commission to envisagedevelop, for the next programming period of the Structural Funds, priority criteria setting energy- efficiency objectives or introducingaccompanied by support to implement concrete measures and technologies for saving energy, including through the use of partnerships, in projects such as renovating buildings, modernising installations for urban heating and producing heating and electricity;

Highlights the key role of the transport sector in reducing energy consumption and promoting energy efficiency; stresses the need for Member States and their regions to promote measures which aim at avoiding, reducing and limiting volumes of road and air traffic and, further, to transfer a considerable part of their traffic to more sustainable transport modes (modal shift) while improving the performance of all transport modes;
