Is aware that to some extent the food loss and waste are unavoidable phenomena which, once they have occurred, haCalls for a strict application of the waste hierarchy as laid down in the waste framework directive; to be taken care of with the best means available to us and which require investments not only in technology but also in our behaviour, with the aim of avoiding the least desirable options, i.e. landfill and incinerationherefore considers that food waste which was generated despite all efforts of prevention should be composted or used in biogas plants instead of incinerated or landfilled;

Is aware that in Europe, where the main food waste takes place at the retail and consumption levels, there is relatively little scope for regulation and legislation to improve the situation and that the main benefit must come from an exchange of best practice, improved routines in the treatment of food and a change in behaviour on the part of companies and individuals; urges the Commission and the Member States, therefore, to lend their support to awareness-raising measures and campaigns aimed at those goals;
