(1j) In Article 3, the following paragraph 7a shall be inserted: ‘7a. In order to promote energy efficiency and help reduce energy poverty, national regulatory authorities shall mandate suppliers to introduce pricing formulas whereby the price increases for greater levels of consumption. The first, lowest- price bracket shall correspond to a basic amount of energy necessary to heat an isolated home and for essential functions such as lighting and cooking. This basic amount may be varied for single- or multi-occupancy households. (1k) In Article 3, the following paragraph 9 shall be inserted: ‘9a. Where electricity companies can be proved to have passed the costs of the emission trading scheme certificates to customers when these certificates have been allocated free of charge, Member States may demand reimbursement from these companies through additional taxation. The proceeds should be used to promote energy efficiency in the collecting Member State and to compensate energy-intensive industries put at a disadvantage by unnecessarily high electricity prices on account of the lack of effective competition on the electricity market.’ Or. nl (Adding new paragraph to Article 3 of Directive 2003/54/EC)
