18.: Encourages the JPA to strengthen the role of its Committee on Political Affairs in order to make it a true forum for conflict prevention and settlement in the context of the ACP-EU partnership and to that end to make the debates on urgent situations in given countries more general; welcomes the work done in the area of good governance and the elections and electoral processes in the ACP and EU countries and encourages the sending of joint ACP-EU missions to observe future elections in all JPA countries – missions which should be included amongst the European Union’s Election Observation Missions;

18 a. Welcomes the report on good governance, transparency and accountability in relation to the exploitation of natural resources in the ACP countries, and calls on the ACP countries that derive revenue from the exploitation of natural resources to allocate that revenue as a matter of priority to satisfying the basic needs of their populations, particularly in the health and educational fields, and thus help achieve the Millennium Development Goals (MDGs);

21 a. Welcomes the report on the Impact of foreign direct investment (FDI) in the ACP States, and considers that, in the face of inadequate resources to finance long-term development and with the MDGs looking increasingly difficult to achieve by 2015, attracting FDI has assumed a prominent place in economic development strategies; regrets however that all references to China’s investment practices in Africa were removed from the report by the ACP side;

Paragraph 21 b (new)
21 b. Welcomes the report on access to healthcare and medicines, with a particular focus on neglected diseases, and urges ACP countries to allocate 15% of annual public expenditure to health (in accordance with the commitment set out in the Abuja Declaration) and notably for neglected diseases which afflict one billion people worldwide. It also calls on the EU to meet the Parliament's target of spending 20% of financial aid commitments on health and education. Member States should keep their promise to allocate 0,7% of their national income to foreign aid;
