Believes that investment in infrastructure needs to be encouraged through stable and innovation-friendly regulatory frameworks, recognising that it cannot be achieved unless market-driven; recognises, however, that, in certain cases,, although a large role is to be played by the private sector, infrastructural transformations cannot be achieved unless public funding supports key infrastructureal projects which may not be commercially viable, thus requiring public funding;
