5. Reiterates its calls for transparent and timely reporting of assistance implementation; calls for strengthened monitoring mechanisms, given the unprecedented size of this MFA package and the relevance of Egypt’s track record on reform implementation; calls for the European Union to put in place strict control mechanisms to ensure transparent and efficient management of funds, ensuring that they are used in accordance with agreed objectives and avoiding any misappropriation or misuse; stresses the need for the European Anti-Fraud Office (OLAF) to carry out investigations, including on-the-spot checks and inspections, in order for the Commission and the Court of Auditors to carry out in- depth audits, both during and after the availability period of the MFA;

Emphasises that the MFA constitutes a general budgetary support instrument for the benefit of Egypt and that the EU has no control over how the funds are actually spent; stresses that the proposed loan structure, with its extended grace period and repayments staggered over the long term, creates substantial contingent liabilities, which may increase the future budgetary burden of the European Union; calls on the Commission to introduce periodic review clauses to limit the loan repayment risks;
