Points to the role that cohesion policy plays in developing transport infrastructure; draws attention to the lack of financial resources in several Member States; takes the view that new financing instruments are necessary for the transport sector; calls on Member States to ensure sufficient national funding in their budgetary planning and sufficient project planning and implementation capacities; stresses that increased EU cofinancing for infrastructure projects in convergence regions can help improve the absorption of Community support;

Points out that urban transport services are covered by the subsidiarity principle; stresses, nevertheless, that European cooperation, coordination and funding would enable local authorities to meet the challenges they are facing; underlines the importance of interregional and cross- border cooperation with regard to the development of transport networks; urges that solutions be pinpointed for reducing transport fuel consumption at local level via the use of new intelligent and clean technologies;

Notes that cities suffer most from congestion and air and noise pollution; in this context believes that cities can make a major contribution towards combating climate change through intelligent local public transport systems and sustainable city-district planning, including building of bicycle paths; calls for transport arrangements between cities and the countryside to be improved; points out that traffic congestion in urban and peri-urban areas results in higher fuel consumption costs and an increase in pollutant emissions;
