4. Stresses the need to set out clear industrial competitiveness policy strategies in the National Reform Programmes, through a more focused approach which includes the setting of priorities in relation to: facilitating access to finance; support for R&D and education, with emphasis on vocational training; administrative simplification; the reduction of labour taxation; improvement of infrastructure; greater involvement of all stakeholders at regional and local level and strong support for SMEs and entrepreneurs; believes that a more coordinated approach between different levels of government and stakeholders will be achieved by including the proposed territorial pacts in the partnership agreements;

Is of the opinion that, together with grants, there is a need for loans, venture capital, guarantees and other forms of financial engineering to play a stronger role; calls for the proper use of financial instruments through combining the various forms of financial support, both direct and indirect, especially those available to SMEs, in order to offer more tailor-made access to finances; stresses the need to facilitate access to technologisation funding for SMEs and the local business community;
