4. Asks the Commission and the Member States to address effectively the administrative deficiencies in the implementation of Cohesion Policy on the ground, ensuring an adequate level of absorption and a meaningful attainment of the objectives and the results as set; calls on the Commission, therefore, to continue providing the necessary assistance in order to achieve these goals; recommends that appropriations from the current programming period be earmarked for training schemes for the authorities managing future programmes receiving support from the Structural and Cohesion Funds;

5. Considers that the next programming period offers an opportunity to improve still further the positive impact of Cohesion Policy and insists that the preparation of the Partnership Agreements and programmes should take place as soon as possible; urges the national authorities to forward their recommendations without delay so as to allow for a successful implementation from 1st January 2014 and a smooth transition to the next programming period.
