E. whereas Iran, has repeatedly denied access toa party to the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), has, by ratifying the NPT, foresworn the acquisition of nuclear weapons and is legally bound to declare all its nuclear facilities to IAEA inspectors, hampering the type of unrestricted inspections that would enable the IAEA to fulfill its role ativity, including nuclear material, and place it under IAEA safeguards; whereas Article IV of the NPT notes the inalienable right of all Parties to that Treaty to develop research, production and use of nuclear energy for peaceful purposes without discrimination and in conformity with Articles I and II of that Treaty; whereas repeated violations of IAEA rules have undermined confidence in Iranian assurances about the purely civil character of its nuclear watchdogprogramme,
