3. Undertakes to submit sufficiently far in advance of the beginning of the 2019-2024 parliamentary term a new proposal for a decision of the European Council with the aim of establishing a system which in future, before each election to the European Parliament, will allow seat allocation to be examined on the basis of duly ascertained demographic trends and, whenever necessary, a reallocation of the seats amongst the Member States in an objective manner, based on the principle of degressive proportionality as set forth in Article 1 of the decision, taking account of any increase in their number and demographic trends in their population as duly ascertained, and without excluding the possibility of reserving a number of seats to members elected on transnational lists;

3a. Expresses its willingness, as part of the necessary revision of the Treaties, to resolve the question of seat allocation in the European Parliament with due regard for the representativeness, tasks, composition and political role of all Union legislative institutions and its advisory bodies;
