3a. Considers it important that the composition of Parliament reflects the diversity of political views in EU member states. Calls on the Council, to ensure that, in time for the 2014 election, the law of member states governing elections to the European Parliament significantly reduces existing differences regarding the right to vote and to stand for election, and guarantees political pluralism and genuine proportional representation by, among other things, abolishing the election threshold;
